Abstract
In the publication there are analysed the main trends of sanction policy followed by prison population development. In relation to this there are proposed legal and conceptual measures heading for sanction policy of better protection of citizens against crime including reducing recidivism.
At the same time the sanction policy should not result in increasing of prisoners number. There is presented existing state of recidivism monitoring in the CR and abroad.
The present state of monitoring recidivism has been evaluated and there has been proposed a new system of systematic and long-term data monitoring on recidivism.
