Regulation of dog breeding and dog market in the EU - Problem of illegal dog breeding in the law of the Member States
Abstract
Firstly, this paper describes problems that occur in the Czech Republic and in the EU in regard with the dog breeding and dog market. The study analyses the legal regulation of these issues on the EU level, including the "Animal Health Law" from March 2016.
In the paper there are presented initiatives on the EU level and there are explained recommendations of the NGOs dealing with this issue. Common recommendation and requirement is obligatory registration of animals and their identification (chipping).
There are also recommendations to regulate market (i. e. internet market), consumer information, consumer protection, etc. Another part of this study explains legal regulation in the Czech Republic and some amendments that were considered in the past.
The comparative part compare legal regulation in European countries in regard with the possible ways to improvement - i. e. obligatory identification and centralized evidence of dogs, dog market regulation, protection of the animals during transport, consumer protection, information, education, etc. There are also presented recent amendments of legal regulations in France and Poland.
Finally, there is conclusion of the main recommendations and ways to improve.
