Open access to the scientific publications in healthcare: Building personal archives in the National Medical Library

Abstract

National Medical Library (NML) is a public specialized library, whose role is to guarantee an access to the scientific healthcare information. Since 1947, NML builds the Bibliographia medica Čechoslovaca database, that indexes scientific literature from the field of medicine and healthcare published in Czech journals as well as the articles of Czech authors published abroad.

NML Digital Library, a system for long-term archiving of medical literature fulltexts, is closely conntected to BMČ. In this article the authors describe the development of the personal archives system on the National level.

NML cooperates with Internal Grant Agency of the Ministry of Healthcare on archiving research reports and making them available through the Digital Library. The archive contains ca 4600 reports originating between 1991 and 2012.

During the years 2011-2013, ca 2500 reports were digitized as a part of the IGA project NT/12345 - 3 Archiving and online access to the fulltexts of scientific publications as a support of research and education of heatlhcare and medicine. Existing databases BMČ and Digital Library were enriched by new functions facilitating the access both to the reports and publications connected with them.

For example, thanks to the linking with external databases, citation counts from Web of Science and Scopus are displayed as a part of those records in BMČ, that have PMID or DOI. Since 2014, it is possible to self deposit the electronic fulltexts in the Digital Library.

By this offer NML supports the green road to open access (self-deposit of published works in the open repositories in accordance with publisher licenses and copyright law). NML offers not only the possibility of creating a personal archive of publications but the possibility to fulfill the mandatory self-deposit, if required, as well.
