The development - no matter if it is aimed on cultural, community, local, urban issues - is the vehicle of power that could be manifested through leading taste and its social and economic characteristics. By taste I mean (according to Bourdieu's "distinction") the general attitude towards the outer world, its character and aesthetics.
The community development mechanisms that I have introduced on the example of the Černý Most represents the unintended struggle of the people who currently have the power (mainstream culture) to enforce and confirm their view on/of? the city - local authorities, officers, local leaders, developers etc. This hegemony of middle class taste is hard to disrupt.
The problematic social issues are therefore discussed in the habitual language of people who have the power. The others (marginalized cultures), then, have to lead their struggle with different tools.
Some of these non-leading class tools of struggle and efforts to be noticed could be seen by majority usually as the unproductive, uncreative or even as the disorganisation of local "social order".
