Transterritorial administrative acts are considered to be administrative measures sui generis. They constitute a specific "inter-administrative tie" with the administrative authorities of other states.
This "inter-administrative tie" is laid down in a number of provisions of the EU law and implies a specific relation of reciprocity between the states concerned. Such a reciprocity implies, that a state issues administrative acts, having implications outside its own territory and at the same time the state accepts implications of foreign administrative acts in its own territory.
Such a model implies a number of legal questions, arising from implications of transterritorial administrative acts
