Abstract
The paper focuses on the role that conflicts around modernization project play in the "top-down" language management in Turkey. It reveals that a common set of conflicting non-linguistic interests can be related to the alternative views on the modernization project and that the distribution of power enables different actors to effectively introduce non-linguistic interests as "problems of language".
