Abstrakt
The paper describe the Czech experience with the temporary shelter and show its pluses and minuses, and then briefly analyse this possible approach in the broader context of the current and proposed EU framework. The framework allows for different approaches taken by states.
EU states can interpret the framework as giving "all or nothing" depending on the number of people who come, by "all" meaning the full support and protection and by "nothing" a denial of entry under EU states' jurisdiction, or use of safe countries concepts. Temporariness thus might be one of the acceptable solutions for the future large influx into the EU.
