Banzhaf Power Index and Two-tier Voting Systems

Publication at Faculty of Mathematics and Physics |
2017

Abstract

The text provides a survey of the Banzhaf power index, which makes it possible to quantify the power of a voter in a prescribed voting system. Its definition is completely elementary, but a more detailed study of its properties leads to interesting and deeper mathematics.

The exposition contains a wealth of real-world examples from politics; as we will see, it was thanks to the Banzhaf power index that mathematics made its way on newspaper pages.
