Abstract
The paper examines public administration as a basic notion of administrative law. Attention is paid to the correlation of subjective rights, duties and responsibilities.
Furthermore, the author deals with questions of historical development of public administration in connection with changes in the functioning of legal regulation and identifies the changes that occur at present.
