Influence of the Senate on Public Budgets

Abstract

The Senate of the Parliament of the Czech Republic does not approve the state budget, which is generally accepted as an obvious and natural status. However, that does not mean that the Senate do not have any influence on the state budget or other public budgets at all.

The main research topic of the article addresses a question of what the influence of the Senate on the public budget is, be it direct or indirect, and if the exclusion of one parliamentary chamber is a norm, whether historically in the territory of the Czech Republic or internationally, or not. Moreover, the article focuses on possible causes for the Senate to be excluded from the state budgetary process.
