Intergovernmentalism as a Response to EU Challenges: Threat or Solution?

There is a general impression that, recently, intergovemmentalism has been strengthening within the Union and supranationalism has been weakening. In order to assess whether this perception is grounded, it is necessary, first of all, to have clarity regarding the content of these two notions.

Traditionally, intergovemmentalism is defined as a means of cooperation between Member States which is characterised by the fact that the Member States do not transfer decision-making powers to supranational institutions. By contrast, supranationalism is understood as a form of governance based on the transfer of decision-making powers of the Member States upon the supranational institutions they have created.
