Abstrakt
The introductory article to the publication on politically motivated migrations and political or racial asylum during Nazism and Communism recalls the history of asylum as an institution and explains its historically established, legally guaranteed nature in various ways. It also sketches out the limited possibilities for protection and assistance to refugees within this framework.
