Abstract
The focus of the study is not a politician, but a useful expert for the state. These experts, loyal to the new state, initially contributed to the international anchoring of the frontiers, and then to the establishment of economic, technological and cultural infrastructure, and ultimately to the national renaming of the territory and to the national ideological justification of the existence of a new state.
