Abstract
This paper briefly deals with some special links of finality/effectiveness and exerciseability/enforceability of the administrative acts (decisions). These are issues of apparent effectiveness, ephemeral preliminary enforceability, suspension of enforceability and the loss of effectivenes by expiration of validity.
