Continuity and Discontinuity in Approach to Changes in Legal Regulation of Social Relationships

Abstract

The topic deals with general issues of continuity and discontinuity of legal regulation. These issues are described with regard to the temporal effects of laws.

The aim is to find out whether there are rules that should be followed when a legal regulation is being changed. The issue is a legal matter on the one hand and a political one on the other.

Legitimacy of the legislature to change existing rules is also in question.
