Abstract
Since mid-2018, the CESES team has been working on the TAČR / ETA project entitled "Effective solution of large decision-making tasks in public administration". The pilot theme of this project is "the solution of return of homeless people to housing".
The article presents the results of the first stage of the research focused on the conception and definition of this issue. It is based on empirical research and confirms that it is a topic that is multidimensional and coherent.
Each partial solution contains difficult problems and shortcomings in implementation. It is also true that any solution that does not respect the existing experience in meeting this issue is wrong.
