Abstract
Article 17 of this Directive lays down the obligation to obtain a license for file sharing services or to introduce measures to prevent copyright infringement in order to avoid liability for copyright infringement. Preparatory steps for implementation through public consultation were launched in the Czech Republic in summer 2019.
The main benefit of the adoption of the Directive is the establishment of a special scheme outside the current general "safe harbour" scheme according to the E-commerce Directive.
