Cross-sector Partnership from an Emancipatory Perspective: Evaluating Partnerships between Czech Public Sector and Civil Society Organizations in the Process of Disbursing European Funds

Abstract

The analysis of cross-sector partnership in this article is inspired by the emancipatory perspective, which accentuates CSOs' participation on decision making in their partnerships with public administration. The multidimensional framework of reference is used to evaluate partnerships that arise with the process of drawing European funds in the Czech Republic.

This evaluation is based on several empirical studies of partnership that apply either qualitative methods or use small quantitative samples. According the empirical data, the pattern of multi-sector partnership in the programming process is characterized by insufficient redistribution of power, a relatively high level of conjunctural self-mobilization in a narrow circle of CSOs, predominant passivity of public administration, a crisis of civic sector identity, and CSOs' asymmetrical dependence on public administration
