Shelters for mothers with children as a form of fixed-term housing

Abstract

There are a number of actors who help people with difficult access to the housing market, their solutions are different. The aim of the paper is to describe one of the possibilities how to provide housing for at least a small number of people in the form of social services - shelters.

Interpretation of the results of the 2017 survey declares that shelters have a place in the social assistance system and provides evidence that tackling homelessness lies primarily in providing social or affordable housing and social counseling. It discusses the form of cooperation between clients and social workers, stressing that shelters are used extensively by clients, but they have to face the inaccessibility of housing as such.
