Abstract
How to develop Czech municipalities? The article describes the dual interpretation of municipalities' development and the differing role of the state when providing conditions for it. On the one hand, the state should help the municipalities facing conditions that threaten the quality of life of their residents.
On the other hand, it should create the preconditions for the municipalities to be able to decide themselves what development projects and aims should be fulfilled. The platform of a mayors' assembly within the districts of municipalities with extended competence can increase the efficiency of the resources spent and launch development in the desirable direction.
