Abstract
Five years after the first issue (2015), the reader gets into the hands 2nd publication of this commentary, which was created at the turn of 2019 and 2020 with the contribution of the author's team expanded especially by representatives of the "emerging" author's generation. The Civil Service Act has undergone many amendments over the past five years; in addition to those that responded to obvious legislative and technical shortcomings of the initially (in a hurry) approved wording of the law and thus led to partial correction of the biggest mistakes, the public was unfortunately sensitive to the changes in the law .
