Speech at an international scientific conference devoted to the issue of so-called tailor-made laws and their use for the purpose of resolving crisis situations. The contribution presents the concept of tailor-made laws and on the example of extraordinary measures of the Ministry of Health and crisis measures of the government of the Czech Republic adopted during the epidemic of COVID-19 shows and evaluates the practical application of these laws in crisis legislation.
Although the issue of tailor-made laws is perceived as a predominantly theoretical and doctrinal matter, mainly related to the division of power and the system of checks and balances, during the COVID-crisis this topic gained a practical dimension and the nature of crisis legislation caused a number of application problems. The speech thus provides a synthesis of the theoretical concept of tailor-made laws and their practical implications.
