Abstract
The following text will deal with two topics: 1. the relationship of the directly elected President of the Republic to the government and 2. the problems of parliamentary obstruction through persistent speeches and continuous motions and the case law of the Constitutional Court to combat obstruction. This text is intended to draw attention to the fact that some weaknesses in the constitution and the rules of procedure only come to light after many years.
