Propaganda was one of the most important power instrument of communist dictatorships, albeit its significance varied over time. Restoration of strict supervision of press was a crucial component of "normalisation" after the system "deconsolidation" in 1968.

The paper presentation deals with press policy of the Communist Party and the State institutions. The aim of the presentation is to analyse this issue from the perspective of Jerry Hough's concept of institutional pluralism.

The author will trace the agenda-setting process, decision-making and implementation of Czechoslovak press policies during the late-socialist era. The research is based on intensive study of archival sources.
