Abstract

The method of defining, processing and evaluating large-scale decision-making tasks in public administration. It is based on the methodology of the creation and application of established relationship frameworks as a combination of qualitative and subsequently quantitative evaluation procedures.

In addition to specifying or redefining such a task and the possibilities for its subsequent solution, it also allows for a substantial improvement in communication between actors. This is a prerequisite for the successful identification and application of specific approaches to addressing large-scale public policy problems that go beyond the competence of one department in a single political electoral cycle.
