Abstract

The late period of perestroika laid the foundations for the institutional and normative framework, that made it easier to move from a central organized to market economy after 1989 revolution. Based on the order of the Government of ČSR No. 1/1988 Coll., it was possible to operate an independent economic activity as a citizen.

The work maps the normative and practical development of individual provision of services and answers the question: was it entrepreneurial activity as it is known from the market economy? In addition, it deals with the issue of continuity between the period of perestroika and post-revolutionary transformation through the prism of small entrepreneurs and legal order. It does by analyzing data from the press, statistical data and normative sources.
