Permanent repetition of municipal elections: blocked municipalities?

Abstract

Between 1990 and 2018 more than 1,500 new municipal council elections were held. The highest number was in the election period 1990-1994, where new elections were held mainly due to the establishment of new municipalities.

Although the number of new elections has stabilized in recent years, the number of municipalities in which new elections are held repeatedly is increasing. Municipalities with 5-7 council members are the most endangered.

In such municipalities, there is often the provisional budget and in some cases the functioning of the municipality as a whole is limited. And it is the causes and consequences of holding new elections that are the subject of research.

Using data analysis, a research sample of 13 municipalities was selected, in which research is carried out, including semi-structured interviews, media monitoring and document analysis. At the same time, interviews are conducted with representatives of the Ministry of the Interior of the Czech republic and a descriptive analysis of the legislative setting in selected European countries is performed in order to present a possible alternative to the Czech legislation.
