In the last 30 years, together with changes in the electoral law, the conditions for holding new municipal council elections have changed. However, these conditions affect the number of new elections in municipalities and thus the quality of local democracy.
In some municipalities, as a result of such a legislative setting and experience with holding new elections, there is a change in the number of members of the council, or this causes repeated new elections and often a complete blockage of the functioning of the municipality.
