Strategic governance of higher education in Senegal

Abstract

This book aims to examine models of governance that have inspired or still inspire reforms in the public administration of higher education systems, particularly in Senegal. As such, it provides a research-based account of governance models that are relevant to understanding this public sector.

We describe how the underlying institutional policies, strategies, programs and models that govern the particular way in which this public sector is structured, functions and operates. This is what we refer to under the concept of public governance model in order to emphasize the existence of relatively coherent norms and ideas on the choice of method of administration and organization of this public sphere.

Particular emphasis is placed on the concept of strategic governance which, by its various criteria and resources, seems to be a suitable model because it takes into account several factors developed by the other models explored in this study. The analysis of strategic governance in this context will not be done in depth.

Here, we simply set out the main axes of the application of the strategic governance model in higher education in Senegal, taking into account the challenges and perspectives in this sector.
