Abstract
The chapter offers expert scientific commentary on proceedings in a procedural sense. In a democratic society, the citizen is protected by the fact that the procedures for carrying out public administration are precisely laid down by law.
The law also protects the citizen against unfavorable action by public administration bodies, primarily by setting out the methods of legal defense against such acts or omissions.
