Attempts to introduce the principle of merit in the civil service and other reforms in the legislation of state civil servants in the years 1918-1938

Abstract

The text deals with efforts to make a conceptual change in the legal regulation of the system of career advancement and remuneration of civil servants and some other reforms of the civil service in interwar Czechoslovakia. Rather, the reforms brought other complications.

Later amendments and regulations mostly tried to dismantle the most glaring shortcomings of the unfinished "reform". The consequences of this key change were more negative.

In contrast the wage laws also codified a number of other issues of service law that proved to be functional and persisted until 1949, although often in the form completed by the administration case law
