The purpose of PLA is not only to protect nature, but also to preserve the value of the landscape. The landscape is shaped, among others, by the appearance of buildings and settlements.
Construction activities should therefore be aimed at respecting the local historical and cultural forms. In short, the landscape should retain its specific character and provide a pleasant impression on both residents and visitors.
The question remains how to fulfill this public interest as effectively as possible while being simultaneously perceived by citizens as a welcome service to the state, and not a senseless restriction.
