Abstract

The Belt and Road Initiative should be based on the rule-of-law priniciple as understood in international law. The Belt and Road Initiative will traverse countries with different political regimes, and its success will depend on their mutual political trust that should be based on the integration of domestic and foreign understanding of the rule of law.

Compliance with international rule-of-law standards should be promoted through the exchange of legal information, development of dispute settlement rules, international judicial cooperation and, last but not least participation of international legal experts. The basic principles of the rule-of-law as understood by the Chinese include sovereignty, respect for territorial integrity and non-interference.
