The book thematically follows the book Czech Parliamentary Culture, which was published in 2010. It critically evaluates the functioning of the Czech Chamber of Deputies in 2010-2021, especially the chaotic agenda, the inability of the opposition to set its topics, work.
Based on a study of the Rules of Procedure and the practice of the German and Austrian parliaments, as well as more general theoretical knowledge about parliaments, the author recommends a reform of the Rules of Procedure of the Chamber of Deputies. The proposed reform should strengthen the effectiveness of parliamentary proceedings and resilience to obstruction, while better enabling the opposition to set its topics and contribute to a more attractive form of parliamentary debate.
The book also takes into account the functioning of parliaments during the Covid-19 pandemic, court decisions on parliamentary issues and some aspects of the work of the Czech Senate.
