The placement of children at risk in institutional or individual substitute care

Abstract

The Czech Republic has a long tradition of caring for vulnerable children, children who have been tortured, abused or neglected. The CR is now in a period of transition which has been influenced, first, by previous historical evolution, especially the post-war period and the influence of the principles of communism and, second, by its entry into the European Union and by the application of the ideas and criteria associated with this entry.

Our society is thus wavering between several paths: the reproduction of models of care and services developed abroad; a return to the respect of our own historical continuity; the application of the results of our own research; and the fulfillment of more or less judicious promises made to voters by public decision-makers, regardless of the possible impact of these decisions on children and their families. Eight critical points of discussion have been identified to reflect on the methods of child placement and adapt them to the needs of children.
