The article deals with the creation and promotion of the concept of so-called central villages. It was part of a process that began in the 1970s.
It consisted of dividing settlements into several categories. Under the 1982 amendment to the National Committees Act, a new category of national committees was established in resort municipalities.
Although, according to the official interpretation, the change was intended to rationalise investment and the performance of public administration, it put real pressure on the merging of municipalities.
