System of social security of families with depended children in the Czech Republic and some European countries

Abstract

The article provides an analysis of the system of social security of families with depended children in nine European countries which are for this purpose sort out in Scandinavian and Continental models of a welfare state. The aim is and an emphasis is put on a material support of families with children during their whole life cycle - from a prenatal period to an emancipation of a young adult.

The author presents two hypotheses: a Czech tested child allowance doesn't meet standards used in the evaluated countries. Both hypotheses were validated.

The article also presents an alternative model of a system of social security which is inspired by a Swedish model - it incorporates a universal child allowance and a guaranty of shorter working hours.
