Problem analysis and problem definition in public policy

Abstract

The article deals with analysis and delimitation of problems in public policy. Two approaches are distinguished and followed.

First, analytical stream - entitled "problem analysis"- is described ("how problem is defined?"). It focuses upon analysis of how problems are defined and framed in political agenda and how it is influenced by nature of the problems and actors concerned.

Second, normative stream - entitled "problem delimitation" - is analyzed ("how problem can be defined?"). In so doing, four different processes are distinguished: problem structuring, problem definition, problem modeling and problem formulation.

Last, proposals for further investigation and summary of methods available in problem delimitation is given.
