EU Competencies and Covid-19 Crisis

Abstract

The article maps legal foundations for the European Union's activities during the COVID-19 pandemic and the ways in which the EU has dealt with its limited competences in public health policy section of the Lisbon Treaty. Particular attention is given to restrictions of mobility of persons during the pandemic and legitimizing role of the pandemic for the expansion of the EU's budgetary powers.
