Abstract
The new construction law was passed in the Chamber of Deputies last year almost at the end of its electoral term with only a narrow majority of a few votes (and despite the practically unanimous disagreement of the Senate), so it was probably only a matter of time before things could start to change, if after the elections in the fall of 2021 to the change in the distribution of political forces that actually occurred.
