State preparedness for strategic communication in crisis: Lessons from COVID-19

Abstract

The ability to communicate effectively with the public proved to be an indispensable part of crisis management during the covid-19 pandemic. In the Czech Republic, this communication was not optimal.

This research report presents the results of an analysis of strategic crisis communication in the Czech Republic before and during the covid-19 pandemic. The report analyses both the communication itself and the processes that shape communication, including the preparation for communication in the context of crisis planning.

The report draws on media analysis of government communication and dozens of research interviews with those involved in shaping the communication and in crisis planning. The main findings and subsequent recommendations can be summarized in three areas: Centralization and Coordination, Capacity, and Planning.
