Abstract

Climate change has aggravated drought effects which have sharpened policy conflicts concerning regulations of water use. To be able to adequately grasp these conflicts, the Policy Conflict Framework offers us a better direct conceptualization of complex policy conflicts focusing on their causes and consequences.

Thus, the framework aids our better understanding of the democratic process of public policymaking and provides us with a way to better grasp and address the current challenges of climate change-related public policy conflicts..
