Does Europe care about culture? Jean Monnet, one of the founders of

Cadmos 33/1986, p. 22) "Most [EU Member States] still work on KC#8 in a very implicit, indirect or even vague way. Embedding KC#8 into the school curriculum in an explicit and clear manner is the only way to ensure that it will be a competence for all and not just for the lucky few."
