Non-knowledge society: The second face of current practice of data protection

Abstract

The current of private data security processes and data security regulations prefer rather the measures based on the reduction of data accessibility than the retaining the data as an important source of social wealth. In other words the measures causing the deterioration of the quality of the data should not be preferred.

This issue can be analyzed on the example of the system of the assessment of schools and education quality. Current practice and legislatve lead to substantial losses without any effective guarantee of the privacy data security as there are many ways allowing data misuse.

We present a technical solution enabling a good level of data security in systems like the ones that can be used for school assessment. The discussed issue is common for many systems used in egovernment.
