Compulsory voting

Abstract

The article opens a discussion about mandatory participation of voters in the voting process after years of marginalizing this interesting topic by electoral law theorists and the public. This is understood to be the result of long-lasting abuse of the first Czechoslovak republic’s democratic institute by the communist regime, which ruled the country during the second half of the 20th century.

Firstly, the author deals with the explanation of ambiguous term compulsory voting, and the basic problems with terminology. Furthermore, he describes positives and negatives of compulsory voting, and evaluates and compares these arguments.

The author briefly comments on situation in countries with compulsory voting (Belgium, Australia,...) and the history of compulsory voting in former Czechoslovakia. In conclusion, the author discusses the possibility of re-introducing compulsory voting in the Czech Republic and Slovakia de lege ferenda.
